Intermediary Relending Program

The Intermediary Relending Program (IRP) finances business facilities and community development projects in rural areas. To do this, the Rural Business-Cooperative Service (RBS) loans money to intermediaries. Intermediaries then re-lend funds for business and community development. Intermediaries establish revolving loan funds, with repayment creating more opportunity for more loans.

Intermediaries may be private non-profit corporations, public agencies, Indian groups, or cooperatives.
Intermediaries must have legal authority to carry out the proposed loan purposes and to incur and repay the debt; Have a record of successfully assisting rural business and industry, normally including experience in making and servicing commercial loans; and they must provide adequate assurance of repayment.
The intermediaries may loan money to private or public organizations or individuals. Both intermediaries and ultimate loan money recipients must be unable to obtain financing elsewhere at reasonable rates and terms. Loans must be used to establish new businesses, expand existing businesses, create jobs, save existing jobs, or fund community development projects.

Application Process
Loans to intermediaries are scheduled for repayment over a period of up to 30 years. The interest rate on loans to intermediaries is 1% per annum. The interest rate charged to ultimate recipients is negotiated by the intermediary and the ultimate recipient. All loans to intermediaries must be adequately secured.

USDA Rural Development Loans & Grants

The U.S. Department of Agriculture (USDA) Rural Development Office provides a variety of loans and grants to improve the economic well-being of the nation’s rural communities, their residents, and businesses.

Rural Business programs include the Business & Industry Guarantee Loans; Rural Business Enterprise Grants; Rural Cooperative Development Grants; Value-Added Agricultural Product Market Development Grant; and the Renewable Energy Systems & Energy Efficiency Improvements Grant.

Rural Housing programs include Single Family Home Ownership Direct Loans; Single Family Home Ownership Direct Repair Loans & Grants; and Community Facilities Programs.

Rural Utilities programs include Water and Waste Disposal Loans, Grants & Guarantees; Predevelopment Planning Grant; Rural Broadband Loan & Loan Guarantee; and Native American Water and Waste Grant Program.
